Andrew Noel is a leading civil rights attorney with over two decades of experience litigating high-impact cases against government entities for constitutional violations. He has achieved landmark settlements in cases involving police misconduct, jail suicides, and denial of medical care.
In 2024, he helped secure a $12.2 million settlement on behalf of Terrance Dwayne Winborn, who suffered catastrophic injuries—including the amputation of both arms—after jail medical staff failed to treat a serious bacterial infection while he was in custody at the Scott County Jail in Shakopee, Minnesota. Jail officials also deleted critical surveillance footage and failed to report the incident as required by law. In 2023, he helped obtain nearly $9 million in settlements for two victims of police misconduct at the hands of Derek Chauvin and other Minneapolis Police Department officers, three years prior to the murder of George Floyd.
